A 51% attack doesn't allow you to steal other people's coins, nor does it let you easily alter deep historical transactions. To rewrite the past, an attacker would have to continuously outpace the rest of the network to rebuild the chain from that exact point forward. The primary threat of a 51% attack is that the attacker could double spend their own coins or censor or block specific transactions.

The US government can definitely influence Starlink but the idea here is that it allows individuals to view a different portion of a balkanized internet that isn't subject to their own government's monitoring/censorship. In the future we will likely have multiple constellations run by different countries so if you are worried about US censorship you can hop into the Chinese or Russian internet if you desire.

The US's cyber attacks on foreign countries are certainly the most funded and advanced campaigns of their kind. For reference here are the wikipedia pages of two of the most public pieces of malware your tax dollars have produced:

https://en.wikipedia.org/wiki/Stuxnet https://en.wikipedia.org/wiki/Flame_(malware)

Both of these were directed primarily at Iran. And that second one, flame, has been described as "the most complex malware ever found."
