How it was measured:

Chemotherapy was accompanied with steroids (to help with sickness) which made me stay awake almost all day. Instead of taking more meds to help with sleep, I had many productive nights working on an iOS hobby project.

It seems the requirement has been relaxed a bit:

"Puerto Rico Senate Bill 864 increases the potential impact of Act 22 by expanding who qualifies for the tax break. Prior to this legislation, Act 22 was only applicable to new migrants to Puerto Rico who had not been residents for the 15 year period before the Act went into effect in January 2012. That period has now been reduced from 15 to 6 years."

When I made the appointment in the LASIK center, I did it through QualSight LASIK instead of directly with the center. That center offered discounted rates if booked through QualSight.

I got the feeling the article discusses the topic in the context of Boston/Cambridge startup scenery, not necessarily nation wide. As Boston is trying to define its own ecosystem, it needs to find a place where startups can grow. That place might be Kendall Square.
