Consciousness “decides” through constructive and destructive interference (not linear logic).
I assert vehemently that consciousness is the “inflection upon the substrate of existence.” Which means that it is the material universe which is the substantive capacity of consciousness, and living systems are animating this through biotechnology. Therefore all life is “consciousness” yet scale in complexity allows a “holographic” rendering of details (aside from composite wave fronts) the more neurons bound, the greater their shared resolution at a single point of “awareness.”
The tricky part is that consciousness simulates and virtualizes, thus any variation of expectation and anticipation may be found.
Consciousness “smooths” resolve, it does not immediately provide reliable results. It is our trial and error, and manageable error rate over time which allows us to survive at all.
By this line of consideration, a stupid quantum computer is closer to consciousness than a smart learning algorithm (intelligence == mitigates uncertainty; if it does not mitigate uncertainty, it is not intelligence).
Consciousness is not intelligence, consciousness co-opts intelligence as a tool for perpetuation.
Analogue controls are easier to understand and interface with under pressure.
A separate question for observation, are we better off with analogue all the way down for life support systems? These too were early cost complications in the F-35/22 program .

The “Truth” is a perturbation of Objective Reality, the manifest form of Universal Potentials in the moment of now (the only moment which “truly” exists.)
The “truth” is a figment in the human mind. And “integrity” is a measure of consistency between conception and Truth.
I have a model for Truth to advance to you:
Know existential potential as one form, and commoditization of “facts” as something different.
Know that commoditized fact has four alternatives: pro-bias (inductively reinforced) anti-bias (against inference) falsy (contrary to best observation) and truthy (working model)
As for what may be “True” vs what may be “true” (aka terminal and non terminal), the difference between identity and representative assertion.
Discipline everyone to use a WRITTEN not VOICE work flow. Zooms or stand ups or whatever for clarity, not information exchange.
If you have a minimal writing based workflow (tickets, or “document driven deliverables”) everything will develop its own rhythm and work will get done at …some… pace.
It is where you cannot attribute accountability, or fine tune communication failures that you will experience your productivity attrition.
I too have been in your situation. If there is a solution to your immediate problem, it is one which requires as little exertion or deviation from those already involved, and one which addresses your ultimate concern… a culture of knowledge which may be reflected upon in time of need where ever the colossal requirements of your work falls upon any one of you to handle its’ exceptions.
In an age threatened by automation, let our exception handling set us apart!
Practically, your screwed. I have empathy for your passion. Abandon ship, in ten years you will be a greater Man who will simply not repeat this problem.
For now, if you went “occult knowledge management” (yes, been there.) you must through will assert among disparate interests using motivations only equatable in benefits to minimally participate in workflows capable of capturing such knowledge as you seek.
This knowledge must be processed. An additional individual (or “core” depending upon how committed you are) will be required. You may not delegate this new burden upon any who is not chiefly rewarded for its success.

Introverts can learn to “socialize” and even extroverts sometimes need to be “alone.”
Thinkers can feel and there are a lot of intelligent “emotes”.
Rather than a pseudo-astrological reading, after ~two decades contemplating psychological temperaments (and their cognitive strategies) I have had these revelations:
The most common important characteristics in group dynamics are N/S and J/P. These are as our “IO”. Those who introspect relate using abstract internal systems of rules and those who are extrospective are more keen toward empirical details.
Those who are “J”udging enact in abstract ways, and those “P”erceiving affect literal changes (these are the most poorly named.)
Other attributes are dynamic enough to be changed or augmented by effort (our versatile selves.)
This system reveals who communicates well with who (J=>N; P=>S), thus why some people can talk and talk and talk and not “relate” to certain others (NJ’s and SP’s will forever psychologically misalign.)
Not to be used to qualify who can get a particular job done, as our mind’s “convolution strategies” allow every obstacle to be solved through determination and resourcefulness.
You are thought controlled and your civilization is an irresponsible delusion.
I tell you from an insightful perspective, you have an integrity and comprehension of modern controls problem.
The answer to your riddle is individual men cannot keep up with the attentive demands of Power.
Without principles, integrity, and devotion how can an apparatus of men maintain amid the continuum of time?

And I by no means think modern man has gotten this completely right.
You see, the state is your encompassing domain, and domains are like onions. While each layer may make you cry, each is a concession or social contract which obligates you to the inconvenience of the state’s necessities (like “public well being.”)
Not being interfered with is a built in right of our America domain, however compromised by the complexity of our modern relationships with state and each other.
I notice you think your thoughts beliefs and feelings mean anything.
They don’t. Not beyond yourself anyway.
If you want truth, integrity, free will, human rights, and incorruptible righteous rules of law, one cannot be a hypocrite.
Thoughts feelings and beliefs are each one’s own problem.

Your only true human rights are not being messed with (“destructive interference”). Everything else must come of a bargain among our free wills. Even “privacy”. It is dangerous to confuse the two extremes.

Ob, Objective Reality emerges from universal potential; radiating as potential of being
Potential as aspect of existential reality resolves (entropy as “distribution of potential over negative potential”) as “aspect of being”. Aspect of being is any perturbation of existential reality (Ob).
Sub, subjective existential being emerges by any relationship of any aspect of being. Selves, from complexity of a stone to cognizant embodiment of being.
Sub, self as primary; sup, self as the other.
Existential being emerges by the relationship of the aspect of being.
Systems describe all parts of complexity, as the division of subjectives come at every layer of relationship. The relationship decides the scope of the system.
The relationship. The subjectives, their interfaces.
The product is the emergent phenomena. That is the end game. Emergence means that the outcome is greater than the sum of parts.
That potential has increased in the universe by production through relationships acting among subjectives is the ultimate manifestation of our existential being.
