I don't see how but I'm curious to what others think.
$5.4 billion is indeed a huge number but gives no information as to the availability of the $1.5 million. Without knowing what the cost is of what they must accomplish with the $5.4 billion no conclusions can be drawn.
The situation that NWS is facing is basically that massive tax cuts coupled with growth in defense and social programs has left most other areas of the federal government hollowed out. The amount of money needed to fix the problem being discussed here is minimal but after decades of budget cuts across non-defense and non social-welfare programs there is simply little left to invest in improving services.
How ironic that the idea that businesses only exists to make money for their owners came from the same institution as the article.
Google is taking advantage of it's monopoly position in browsers to help another business area: advertising.
My experience is that most Americans think their privacy is protected; that deploying facial recognition software on them would be illegal. It's not. They're stating it so to overcome the public misconception.

Why preserve it? Because its better for our spirit to preserve some memories of the past rather than tearing them down for another handful of forgettable multi-million dollar condos.
RSS declined because major tech companies convinced large media companies that they had a better future publishing to their walled gardens and not directly to the public.
The walled gardens only benefited the garden owners, not independent publishers. Now that that is recognized there is again a chance for independent publishers both big and small.
