Also not sure how the price of food is near zero? Are you implying that the cost now is near zero because I don't have to go out and kill a cow, nor do I have to farm and scavenge? So cost as in physical cost? Because breakfast and lunch today were not near zero and I have noticed the cost of milk and eggs going up, not down.
Looks like a recruitment tool: https://www.facebook.com/Egyptian.Armed.Forces
Official page? http://www.mmc.gov.eg
(compare that to http://www.army.mil which looks like a news site)
Possible that because of the instability recently Eqyptian authorities think Facebook is more capable of serving web pages than their own sites? Why is an Army spokesperson talking about an event handled by the coast guard?
The ISP, Link Dot Net, does not have any English information about the event on their web page: http://www.link.net/English/Linkcorp/News+and+Events/
Apparently last week another Egyptian ISP had an issue as well: http://english.ahram.org.eg/NewsContent/1/64/67894/Egypt/Pol...
Nothing on their webpage: http://www.tedata.net/eg/en/About-Us/News-And-Events

They estimate that using their old software would cost $100mm over ten years. They're reducing that to roughly $15-20mm.
Government software is lovingly expensive. The state I live in spent over $30mm to rebuild a purchasing application. And it doesn't even work!
Go figure.
Good luck FogCreek.
Or they have no employees because they are taking care of their families or even injured from the storm?
Or they oversubscribed their service and don't have enough fuel?
Or it is commandeered for the greater good?
Many a company have relied on "contracts" and used them as assurance that a service will be available only to be shown otherwise.
