1) The numbers don't work out. Even a very steep CO2 tax will produce too little revenue for any form of meaningful BI.
2) The money collected on the CO2 tax could also be used for a general tax cut. So you still have the political problem of explaining to working middle class why their money is being handed out to lazy bums.
What you call "solitary confinement" is standard procedure before a trial. This is not considered torture by either the UN or Amnesty International. As soon as the trial is over he'll be transfered to a regular prison and restrictions will be relaxed. He may then study mathematics if he feel like it.
The reason you can't provide a service with 2x lower prices is that you would make a huge loss doing that, and it has nothing to do with regulations.

And the regulation is "fair" in the sense that it applies equally to all companies (note that Uber is trying to get exepmtion from a rule that their competitors comply with).

Filtering a sine wave makes little sense, as you'll only end up altering the volume (unless you take the phase respone of the filter into account but this should be barely audible).
