I'm no friend of the National Enquirer, but we should make sure we're talking about facts here..
Do you have any proof for your assertion that they're "funded by politics aka American GDP aka your tax dollars"?

Without knowing more, I would say that you two need to go into this at 50/50 equity if you are going to both be bringing that much value to the deal. If not, you should allocate equity accordingly.

I have been a vocal proponent of Godaddy over the years - but no longer.
Godaddy's involvement with and support of SOPA is reprehensible, but I was hoping their about-face was for real, but this action is the last nail.
Look at jotform's nameservers:

Lots of small business and brick and mortar business owners do business online as an afterthought, because their focus and expertise is on their product or service.
As long as you put together a thorough proposal in which you've done your homework to understand their business and their challenges, and pitch your proposal in terms of their business goals and measurable results, I'm sure most small business owners would give you the time of day.
You're on the right track - start in your city, call them on the phone to get an appointment, and present your proposal in person.
