They can't. I can easily use a Brazil endpoint to establish a tunnel elsewhere and browse X, formerly Twitter. I suppose they could try fining the VPN service provider. (But even then they won't be able to prove what's going on.)

My octa-core 'phone' with OLED display is useless in sunlight. I tried using it as a sat nav last summer and there were situations of panic near freeway exits when the screen got illegible.
And their in-store discounts require you to have an Android or Apple device and install their proprietary app on it from Google Play or iTunes, and sign up for an account using your e-mail address and personal cellphone number (landlines and non-geographical numbers are disallowed). It also collects your data and sends it to Google and Facebook.
This is the worst IT of any store I've seen.
I don't know why it failed but it did and Grub saved the day.
