Say everyone had something to sell and DOD wanted to buy it. But some people wouldn't make the product changes DOD demanded. Now, they are the adversary of the DOD?

Not that anybody needs to in this day and age with heaps of old laptops and raspberry pis and whatnot, but I knew someone with an Amiga running BSD for their mail server. A simple web server with static pages, or anything which is low volume would work just fine.

From the codebases I have seen the "laws" are scattered between unit tests and lots of little tests and assertions in the actual code, plus cultural norms and "do it like this" patterns.

But a good start could be found in the unit tests.
