Would you be just as uncomfortable eating lunch with someone who had their phone in their hand? It'd be much easier to surreptitiously record/photograph someone with a phone because they have no status indicator when they're recording and people inadvertently point phone lenses at each other all the time.
I'd say it's a huge concern due to its strong correlation with increased usage and thus ad revenue.

Unless the receiving (target) phone knows the location of each of the senders, it won't be able to vary the delays in a way that perfectly cancels out the signal. The only hope is to raise the noise floor enough that it would take an impractical number of texts to find the phone's location, which should definitely be possible with random delays.
But on the other hand, it's tragic that people are so desperate for the small sums to be had from recycling that they spend their days digging through other peoples' trash like that.
Well it clearly incentivizes regulatory capture, so there's that.
I have no idea, but the microscope he's looking through could certainly have UV protection built-in. Or perhaps the pulses are so short and small that the cumulative risk is negligible?
Either way, it seems to me like there could be ways for it to be safe enough to require minimal PPE while still producing some non-zero amount of UV.

Ransomeware gangs would no longer be able to easily receive their ill-gotten gains. The North Korean regime would lose a major source of funding. Darknet drug marketplaces would have a much more difficult time facilitating illegal activities. Etc.

We all tell ourselves stories (whether true or not) to process our actions and their consequences. For people who have been victimized, they sometimes become a slave to the story they tell themselves which can lead to learned helplessness.
As an extreme case, some parents get so stressed and chronically sleep deprived that they get frustrated at their babies for continually crying and shake them, leading to permanent brain damage and even death.[0] To be clear, these parents don't mean to hurt their child but they're not operating coherently anymore. A robot that can give parents a breather here and there would significantly improve quality of care for soooo many babies.

In principal, I think the 1st amendment protects us from the government censoring speech, not from private parties doing so.
Prepare for a world of spam like: "Your car's extended warranty is about to expire unless you act NOW. Press 1 to connect to a specialist, or press 2 to acknowledge that the FCC should be dismantled."
All of a sudden, removing spam is stifling political speech and is forbidden.
