You may be correct but the Original Post is talking about now*. Also, you seem to agree that there is a "quality gap".

The reason was that Indian IT was dominated by body shopping companies that bid for grunt work and then threw quickly trained engineers at the problem , some of whom never even studied CS.
This is changing now as we have an ecosystem of smaller companies which hire better people and have better processes and incentives. It will take time for the effects to be felt but I am confident that we will improve thanks to the better exposure we have , and learning from HN and Github.
This isn't restricted to India though. Western developers should brace for a lot of competition in the years ahead. Eastern European developers are already almost as good.
