As someone living in the Netherlands I can say that your statement of noone is far from the truth. I don't know about the state of things in America, but here in Europe Chip-and-Pin is very common.
By none he's basically talking about the states. As a British person who moved to the US 4 years ago, chip and pin was everywhere back in the UK. In the US it may as well not exist.
