I think that's the point he's making: these are early days and what we've got at the moment is likely to be partly or wholly wrong, but it's necessary and pointing in a good direction.

I'm still convinced that MOOCS are a scheme to keep research dollars in premier western universities.

Everything premier western universities do is a scheme to get more research dollars.

Not sure if that is a bad thing though.

It's not about volume, but concentration. We can't have adversarial countries attracting or retaining any talent, or at least a paying student body to utilize that talent.
