No it should be about ensuring the safety of society. Rehab might be part of that but removing and punishing the criminal is also part of it.

What about the massive amount of non-violent drug offenders in jail?

I don't think there's anyone here on HN who doesn't agree that 'hardened marijuana users' probably don't belong in prison.

But once you pick that low-hanging fruit of prison reform, does the original point still apply or not?
