My girlfriend works for a branch of the Canadian government.

All of her emails, meeting minutes, agendas, etc. are all on the public record. Anyone can search/read/whatever them at any time.

Right. But the work of the CSIS is not that accessible. There isn't one blanket rule you can apply to "government".

Agree, but it should be applied to as much of the government as makes sense, right now.

That's tautologically true though. Just like no one likes government that's any bigger than it needs to be.

As a Canadian I'm curious where I can search this information.

Searching isn't that easy for things other than public meetings, but you can making an access request through just about every level of government's website.
