This is true but it seems there is no consequence for disobeying the context of the anti-gambling law in Utah for anyone but those who are not disobeying (they pay taxes, they have increased crime, they are forced to create programs for problem gamblers, insurers cannot really create accurate actuarial tables, so on). Seems all the Utah government can do is attempt fines.
