I'm not against adding some friction to certain behavior deemed undesirable by society, but at the end of the day people are going to do what they will. Vice predates the Internet by thousands of years and will not and can not be "solved" by technical means.

This is true but it seems there is no consequence for disobeying the context of the anti-gambling law in Utah for anyone but those who are not disobeying (they pay taxes, they have increased crime, they are forced to create programs for problem gamblers, insurers cannot really create accurate actuarial tables, so on). Seems all the Utah government can do is attempt fines.

Yes, this is part of living in a society.
