I mean... He joined ww2 on a rush schedule because he thought he was going to miss the fall of france, when most of the italian merchant fleet was not at home and ended up being seized or sank by the royal navy. Later on, the lack of shipping was critical.
I guess you could make the case that he wasn't trying to serve his masters, and it was just greed?
