That is over the top. HR on the whole protects the employees and the organization. The experience you reference is not my experience at all and sounds disingenuous. We don't get to do whatever we want in the workplace, there are social structures that need to be adhered to. Like with any power structure there are people who will maximize their control for its own sake which is unfortunate but not an excuse to dismiss the whole concept.
