This might be an odd fluctuation to do with the first primarily social media generation? Don't know but that is just how I have seen it.
You are probably right about banning weed/vapes. They don't have anywhere near the same indoctrination into the structures of commerce and power that alcohol has.
I never understood this logic. It can absolutely change. Tastes and habits do change in society sometimes forever. Just because people did a thing a long time ago and a tradition has lasted for thousands of years doesn't mean it will continue.
This is far from the first fluctuation of alcohol consumption rates we have data for. This is a major trend that will last decades but not a march to long term 0.
On the other hand, alcohol has already survived prohibition.
