Most foreigners that work in Japan are working low(er) skill jobs, like a supermarket, convenience store, restaurant, cleaning, factory, construction, elderly care, or farm. Literally, there are millions of them on the technical intern programme. None of those jobs require fluent English, intead they require basic Japanese.
