In the web browser extension it's a setting called "Pass offline mode", and it's enabled by default.

It's not default, you have to enter a password to enable it.

Ah, k. It's enabled by default in the Proton Pass App.

But not in the browser extension apparently, assuming you are correct.

I'm unable to access the browser extension or protonpass, even though I'm logged in. Nothing beyond the GUI front page.

Fyi: this is a bug. Workaround: disable your Wi-Fi (yes, seriously.) Note that you can easily test if this works of course…
