Why would the state do that unless forced?

Because it doesn't benefit the state to hav corrupt cops?

This is too black and white of a take.

The state can benefit when it has particular kinds of corruption, but not all kinds of corruption.

But it can help many of the individuals that are running or working for the state.

That's either a very shallow or deep question. :)
