Having worked at places with GitHub Enterprise, that isn’t much of an improvement. You could host something else, but almost everything in this space isn’t great at scale.
- The cloud-hosted service presumably on slightly different infra,
- The self-hosted version of GitHub that runs on hardware you own.
The second definitely counts as "real" self-hosting.
