I'll be explicit in saying that this is because "third-world shithole" is often used as a pseudo-euphemism for "brown people reside there" - as in, this place is dysfunctional because of its brown residents. And, for the US, this is just simply not the case. We are an ethnically pluralistic society, historically and largely run by white men, and, yes, something of a shithole precisely because our government and courts exhibit a particularly Western flavor of corruption.
Will Facebook change its policies? No.
That's why fines need to be escalating.
