Having talked to Apple Support, there is no way to disable the pop-up permanently due to Apple's Promotional Policy.I wouldn't say it's in any way equivalent to Windows 11, but it does feel like Apple is following a similar path as Microsoft, just with a little more Apple design on top.
It's perceptually free if you bought it with your PC. And it's actually free if you took advantage of the free upgrade offer.
