On HN a repost counts as a dupe when a story has had significant attention in the last year or so. But if a story hasn't had significant attention yet, reposts are ok.
https://news.ycombinator.com/item?id=43292977 certainly didn't get significant attention, so the current submission was fine, and certainly not a [dupe].
