In my experience, this can take two very different forms:
1. Being observant of a stakeholder’s stated needs.
2. Being confident enough to tell a stakeholder what their needs should be.
On a pedantic note, I would prefer the term ‘effective’ engineer to ‘good’ engineer. The later sounds like a judgment on their moral character.
