This shitty argument doesn't even rise to the level of 'tu quoque' precisely because it's not ok when those countries do it.

And the USA and pretty much every other country. So what's the solution?

Let's all just stop and live in peace/harmony. The reality is that those countries do it and there needs to be a counterweight.
