apparently there's a screenshot out there of some Nazi tweeting "gas the Jews because they (some stupid Nazi reason)" and a reply saying "cisgender" and I'm sure you can guess which one has a tag under it saying it's been hidden from other people.

I get what you are saying, if you report something you saw to the authorities (for example someone about to commit a grave crime) and show them voluntarily the conversation, no problems with that the platform isn't at fault here. But the technology shouldn't allow the platform to get access to the whole conversation, just what you want to show/report. And that would be by design.
