Rock presumably could have pressed charges. Smith can receive public approbation, but for me the world would be much less interesting if anyone who ever erred be prohibited in participating in it for the rest of their lives.

What a bizarre thing to say. Look, he fucked up. He absolutely should not have done that. But going from "losing your temper and fucking up" to "absolute psychopath" is utterly bizarre.

I wouldn't have done the same but it was a nasty "joke". You don't make fun of people's illnesses. To me it's similar to Trump mocking the disabled reporter.
That it was on TV doesn't really change the severity of it IMO. Actors are also real people with feelings. If it had been at a private event nothing would have been said of it. It's not a cool thing to do but not the end of the world.
If you turn on a random Jerry Springer episode you'll see much worse every minute.
