I have to point out that China is, too.

No country is "just looking for ROI", and even if they are, that's not necessarily a good thing.

I think China more than any other country is just looking to make money. And that’s a good thing. The rest of the world is really fed up with the U.S. and its ideological motivations for messing with other countries.
