If your goal is to prevent a PR disaster or government lawsuit: yes.

If your goal is to prevent them from testifying or to send a warning to other potential whistleblowers: no.

Except the first one had already testified and the second had already taken depositions which are usually admissible in court.

Maybe, but suiciding a whistleblower sends a big message any other potential whistle blowers.

They did that recently, two in a row done the same way would raise too much suspicion so they have to mix it up a little bit.
