I’m pretty sure it goes well beyond ADHD.

NPD? bipolar mania? The altercations with city council are suggestive.

Yeah I would have suggested manic episodes (as someone who also has bipolar).

Spending money excessively is a pretty classic symptom. Mania looks like adhd, but accomplishes much more.
