It's just Apple protecting their golden goose. If they start making exceptions, then that opens them up to more scrutiny and they have been very adamant about forcing all devs to pay the Apple tax.

Google giving spotify a deal on their fee is a large part of why they lost the epic case after apple won.

(Google also gives Apple a deal on Apple Music)

I mean, they did lower the fee (well, it's a program you can apply to) to 15% if you make less than $1,000,000 a year.
