It wouldn’t characterize it as “not that hard”.

Let me put it this way: the rules shouldn't even have to exist. They only have to exist because the companies got greedy.

Yes, it's called the legislative arm of government and it's usually where new laws are passed. I'm sure it must seem like a novel concept to some people, but once you live here you get used to it!

if you look at any eu member state’s annual budget 1.1bn is not that much. For example social security in Germany is around 239bb annually (https://www.bundesregierung.de/breg-en/news/cabinet-federal-...)

US do the same by fining banks

A they pay them back, and more, later via various bailouts though
