I feel like option 3 (ChatGPT is hallucinating the quote) is by far the most likely thing here. Voltaire is probably one of the top 5 targets of "fake quotes" out there, and ChatGPT is really really good at hallucinating highly likely answers (regardless of their actual truth.)

But the quote actually existed. It was

So ChatGPT didn't hallucinate the answer 100%, but it wasn't able to remember where they read it.
