Does anyone know why the TTL is set to 1 on both A and AAAA?

The usual reason for that is DNS load balancing.

HN seem to be served from a single IPv4 and IPv6, so it might not be the case.

Maybe they like paying AWS. ¯\_(ツ)_/¯
