There are laws against assault and murder but we still have specific laws covering things like food safety or building codes, too. This comes up when the existing laws make it hard to prosecute cases when there’s some requirement like specific knowledge and intent which is hard to prove, or when waiting for a particular burden of proof requires serious harm to have occurred (e.g. you suffer penalties for any DUI because few people want to wait until an unsafe driver actually kills someone).
This is a growing problem so it’s unsurprising that legislators are hearing from constituents that victims need better tools.
