Trust me the ones truly starving in our country do not have the enormous initial capital to pay the mule for crossing the border illegaly. Its NOT cheap for someone in India to illegaly migrate to a country soo far away. Maybe to a neighbouring country but definetly not to somewhere like USA, Canada, country in Europe.
