Some of that is related to the parent not using parental controls, and then blaming a game for it. All chat (in game an "in experience") can be restricted for child accounts. Kids shouldn't have access to chat, with strangers online, in any capacity, in my opinion.

I see the same thing with parents playing this blame game after realizing there's porn and gore on Youtube, or when little Johny goes to a bad website, after giving him unmoderated access to the internet.
