Singapore is a city-state, so administering that sort of program is feasible.

The US is so much larger in terms of both size & scope that any program would be overrun with fraud, or overrun with bureaucracy to prevent fraud immediately. If you have ever had any experience buying stuff for or selling stuff to any US government entity, you'd run away as soon as possible!
