Nobody thinks more policing will fix poverty. What it might partially fix is people trying to rob me.

Police are hammer. I'm just asking you to reconsider funding bigger and bigger hammers when we need some other tools.

I'm all for increasing spending on other tools but sometimes you still need the hammer. Ever try to hammer a something when you don't have a hammer?
