Do you think the powers that be don't have plans and contingencies in place for subsea internet cables?
I would be more concerned if they hadn't thought through these scenarios

It should not be surprising that such plans exist, rather it should be surprising if they do not exist
Point being the article is trying to make something extraordinary out of the expected. Why would we not expect the major players to have some plan, if not multiple plans?
