Do I understand you right that

  for (int i=0; i<4; i++) 
    buf[i] = ((char*)&my_float)[i];

is not undefined behavior? But that

  for (int i=0; i<4; i++)
    buf[i] = ((char*)(int32_t*)&my_float)[i];

is undefined?
