As far as I can tell these are only BSL-3 and below agents. Not great, but not select agents either. Use a well fitting P100 full face respirator or any NATO gas mask, as well as pretty much any type of water proof gloves and you should be fine.
The National Public Health Laboratory in Khartoum has polio, cholera, and measles pathogens. Looks like a wall or window air conditioning unit, so it can't be BSL-4 and probably isn't even BSL-3 ... I hope.
Well-equipped soldiers may be fine but low-income civilians in Khartoum would not have the means to obtain P100 respirators or gas masks.
