Radio should be digital, and preferably lossless.
There’s no reason Stereo FLAC, 16 bit 44.1khz audio at about 1000 kbps couldn’t be delivered.

AM & FM IBOC is (IMHO) a poor chimera of digital and analog broadcasting, it has licensing fees, and other issues.
Pure DRM is licensing free and fully digital.
