Sure it's not "true" if you can find a single good cop anywhere in the world, which I'm sure you can since the process isn't instantaneous. But it's only not true then in the most technical and gee whiz well-actually way.

The dynamic is real and because of it the statement is nearly always true, ie a useful model for predicting outcomes in the world.
