I doubt the kingdoms that existed beforehand were wonderful places that never arbitrarily killed anyone, but you absolutely can blame him for paying bounties for evidence of sufficiently prolific indiscriminate killing/maiming, and generally being one of the most despicable humans to have ever lived.
