I think the quote must have come first: T Auvinen wanted to use the quote, which they'd seen online, but needed a reference, so searched for something mentioning Plato, stories, and rulers, and found this paper. That seems very likely. I think there's no way you could get the quote from the paragraph, but they share the same elements.
